The purpose of this article is to develop a framework for tracking poverty reduction interventions implemented at local municipality level. The study is based on Kathleen Eisenhardt's framework that describes a method for building theories from case study research. Firstly, the study identifies a specific poverty reduction strategy known as the Premier's Flagship Programme that was developed with the aim of halving the level of poverty in KwaZulu-Natal by 2014. The Premier's Flagship Programme is related to the first millennium development goal that seeks to halve the proportion of people whose income is less than one dollar a day by 2015.
