The ultimate goal of any infrastructure project delivered in the public sector is to meet the needs and requirements of the intended stakeholders and beneficiaries. That is, the effectiveness with which the outcomes of the project meet the needs that have neccesitated the initiation of the project is critical in determining the project success. In this regard, project success can only be achieved and evaluated post the project hand-over phase, in the operations and maintainace phases thereof.
