Good governance is a strong foundation for improved service delivery, sustainable development and growth. Good governance should preoccupy the minds of political office bearers and top officials if they are genuine about improving the livelihoods of the poor in South Africa and elsewhere on the African Continent. Cilliers (2022) observes that the quality of governance in Africa stagnated in the past few years with concomitant lack of capacity to translate policy into practice. For ordinary members of the public who face adverse consequences of bad governance, stagnation may be an understatement. Corruption, poor service delivery, crime, lack of maintenance of critical infrastructure, and unabated power cuts are signs that the state of governance is worsening in South Africa. This
