The purpose was to determine strategic statements' intent, congruence, convergence, emerging themes, alignment to characteristics and allegiance in the public sector. A purposive, archival research was followed using the mixed methods approach. Interviews were held with senior management for qualitative data and questionnaires completed by middle management and operational staff for quantitative data to avoid bias. The focus was strategic planning and management's theoretical framework. Determination of the degree of the statements alignment to characteristics and public sector strategic plan hierarchy was made.
The findings indicate that management and staff were aware of statements and their strategic role. Statements were confirmed to have been seen on the websites, walls, and strategic documents of government departments and during staff training.
