Governments around the globe use a variety of legal instruments and public procurement policies to acquire and deliver sustainable services to their citizens. As part of public procurement processes, arduous regulatory frameworks are applied by all public institutions. In South Africa, there is no current specific Public Procurement Act to administer public procurement operations, nor a legislated independent Public Procurement Regulator to standardise and guide public procurement procedures. The mechanisms to reduce turnaround times in resolving public procurement disputed matters are also not in place.
