This article reviews the human resource policy and legislative arrangements in Tanzania in the context of public human resource development for local govern ment managers. The review is particularly concerned with how national policies and legislation provide an enabling environment for the development of managerial competencies for environmental policy implementation in Tanzanian local government areas. Managers of public organisations are expected to be competent in the implementation of diefrent policies in the context of their organisations, but have been facing inadequate managerial competencies that hinder them in environmental policy implementation eforts.
