The study investigates whether a relationship exists between procurement planning in local government and the effectiveness of service delivery, a central municipal function. Consequently, development of a municipality's Integrated Development Plan should occur with this end goal in mind. However, the gap between strategy design and its application presents challenges to the attainment of the planned outcomes. Contemporary strategic management literature asserts that a relationship exists between strategic planning and performance measures. For this reason, the study examined the role of uMshwathi Municipality's performance management system in respect of procurement implementation. Semi-structured interviews were used to guide the collection of primary data. Data was also collected from the municipality's available reports and other publications.
