The article discusses the implementation challenges inherent in manual distribution of huge sums of old age pension funds across the country in Lesotho. Poor institutional capacity prevented the implementing agency – the Department of Pensions – from setting up a competent administrative structure to run the programme effectively and efficiently. Some of the loopholes identified in distribution of the old age social grant included embezzlement of funds by workers and community agents, overworked employees, faulty targeting and a soft and discriminative approach to non-compliance with programme rules. The study set off to explore the nature of the challenges and bring the details to light.
